The U.S. Army Claims Service recently rolled out a new Personnel Claims Management System and a Torts Claims Management System. They took an old claims system that consisted of over 100 servers at various installations doing monthly data transfers and created a Web-based system. This presentation will be a discussion on how the U.S. Army Claims Services manages 85 branch offices and 45,000 claims totaling $11.6 billion annually. Highlighted during the presentation will be the benefits they received from this recent implementation, including real-time data, no more monthly updates, better control of the claims expenditure funds and the ability for their claimants to file their personnel claims online.

CW3 Larry Sexton, a native of Detroit, Michigan, graduated from Upper Iowa University with a Bachelor’s Degree in Business Administration. He is a graduate of the Judge Advocate General’s Basic and Advanced Legal Administrator courses. CW3 Sexton has served in the U.S. Army for 22 years as an enlisted paralegal noncommissioned officer and warrant officer legal administrator. He currently serves as the Chief of the Budget and Information Management Office, United States Army Claims Service. He has previously served as the Legal Administrator, 2nd Infantry Division at Camp Red Cloud, Korea; Legal Administrator, 24th Infantry Division at Fort Riley, Kansas; Legal Administrator, 3rd Infantry Division at Fort Stewart, Georgia; as well as various enlisted paralegal positions in the United States, Germany, Somalia and Kuwait.

1:30 – 3:00 p.m. Corporate Legal IT Role in Records Management
Many corporate IT departments are asked to produce records that may be relevant to discovery requests, investigations and other legal proceedings. This often onerous process can be made considerably easier if IT organizations played a more active role in the design of records management policy and retention requirements for electronic records. In this presentation, we examine the issues surrounding records storage, retention and destruction for electronic documents, e-mail, instant messages and other forms of electronic data. We will discuss rules and best practices for production during discovery, focusing on emerging principles outlined in recent court cases. The discussion will include specific practical suggestions for policy and process as well as what questions to raise with outside counsel regarding the treatment of your company's records.

3:30 – 5:00 p.m. Law Department Spotlight – Microsoft: Client Service, Workflow and Other Legal Technology Paradoxes
How do you increase client satisfaction while decreasing costs? How do you track work that comes in from clients, especially in law departments? The use of technology to provide client service and tracking – workflow – is an under-appreciated problem. It's been lost in the shuffle of matter management, e-billing and e-discovery. Workflow is commonplace in law departments and once recognized, it can be addressed with new tools that require little IT involvement – and tools that are a whole lot simpler than matter management.
This session examines other legal-space problems for which solutions are beginning to emerge. How do you find patterns in the complex data from electronic billing or matter management? What options are there now for collaborating on documents? How do you automate routine tasks by capturing attorney knowledge? Why is knowledge management so hard – and how can you make it easier? All of these problems are being addressed by new technologies; the paradox lies in finding ways to take advantage of these tools without a big IT department or big expenditures.
This session focuses not only on products themselves but on the potential to improve client service and the "business" of practicing law. There will be examples drawn from the systems Microsoft's own legal team is pioneering along with lessons learned, including those learned the hard way.

Steven Levy is the Senior Director of Information Systems for Legal and Corporate Affairs at Microsoft, where he is setting the strategy and direction for using technology to enhance business processes and the practice of corporate law. He leads Microsoft's efforts to drive efficiency through technology in the legal space. A computer industry veteran, he was formerly a Principal Consultant for Microsoft Consulting Services, where he led design teams creating global- and enterprise-scale data systems in the U.S. and internationally; Product Unit Manager for Microsoft TechNet, the key source of information for IT professionals working with Microsoft software; and a Development Manager at Microsoft IT and on various commercial software products. He has served as architect, designer and developer on numerous business software products and projects over the past two decades.
